TAX COMMITTEE

Our mission is to identify changes needed in the Hungarian tax legislation with the aim of making it more competitive and to represent the interests of AmCham members in consultation with the government accordingly.

In addition, Tax Committee provides members with the opportunity to stay up to date with tax changes and key developments and serves as a forum to share their experiences and discuss tax-related issues.

For a competitive tax environment, committee members proposed several modifications in specific areas of taxation. The suggestions were included in the Cooperation for a More Competitive and Sustainable Hungary 2024-25 recommendation package and discussed with policymakers.

Highlights of 2023:

  • The Practical Consequences of the Absence of the U.S. - Hungarian Double Tax Treaty - Open Tax Committee Meeting
    On November 8, at our Open Tax Committe Meeting with Dániel Mayer (Morgan Stanley), moderator of the event, Károly Radnai, Chair of the Tax Committee (Andersen), and guest speakers, Gábor Baranyi (Deloitte), and Gergely Czoboly (PwC), we addressed the implications of the absence of the treaty, effective from January 1. 
     
  • Consultation on the US-Hungarian double tax treaty
    AmCham organized a discussion on March 31 with US Embassy officers and US based companies to address the topic of the US-Hungarian Treaty, the effects of its termination on companies and future possibilities to ease challenges brought about by the absence of the treaty.

  • Consultations with State Secretary Besesek
    On March 22, 2023 AmCham met Deputy State Secretary for Tax Regulation and Accounting, Botond Besesek to consult on the GloBE Rules (initiated by the OECD that provide a co-ordinated system of taxation in more than 137 countries including Hungary) and the preparation of the Hungarian legislation, as well as on a US- Hungary double taxation treaty outlook. They also consulted on Pharmaceuticals Special Tax and, transfer pricing data reporting. 
     
  • AmCham Hungary has been working to assess the impact of the termination of the US-Hungarian Double Tax Treaty and to facilitate dialogue between decision-makers and has expressed the importance of the renewal or the negotiation of a new treaty on several platforms. Our assessment of the effects of its cancellation as well as the benefits of a Treaty of this kind has been sent to the respective ministers and decision-makers. Read our summary here

Highlights of 2022 :

  • Consultation with the Ministry of Finance:
    On October 13 AmCham’s Tax Committee hosted Norbert Izer, State Secretary for Tax Affairs as part of our annual consultation cycle to overview the upcoming fall tax amendment package as well as the short- and mid-term plans of the ministry regarding the digitalization of tax services, such as eVAT, eReceipt and ePayroll (eÁfa, eNyugta, and eFIP). Participants also discussed the state of play of the U.S.-Hungary tax treaty and the government’s current position on the global minimum tax.

  • February 18, 2022 - High-level discussion on global minimum tax and other tax issues at the meeting with State Secretary Norbert Ízer and his colleagues in the Ministry of Finance
    On February 18, 2022  AmCham Tax Committee Chair Károly Radnai (Andersen) met with State Secretary for Tax Affairs Norbert Ízer to discuss the most relevant taxation issues. Representing AmCham, Bálint Gombkötő (PwC) and Kitti Vízler (Andersen) also took part in the meeting, while from the Ministry of Finance Botond Besesek, Deputy State Secretary and Róbert Csabai, Head of Division joined the dialogue. 
     

  • Online discussion on current tax issues, January 27, 2022
    The agreement on a Global Minimum Tax (GMT) have been undoubtedly one of the most important current issues of the international tax system. As some questions have been still open for discussion, Mr. Radnai indicated the need for an exchange of views with the representatives of the Ministry of Finance on these issues.

Highlights from the end of 2021: 

  • Green Deal without Green Taxation? – What is the chance of a green tax revolution?
    On 7 December, we had a meeting on green taxation. Our guest was Csaba László, honorary professor at Corvinus University and former Minister of Finance.
